OK, this sounds fun! I think I will try it even though I don't blog as often as I should! 
So you post about someone else's blog in your blog. Do you also comment them on theirs? I'm not really sure if I get the whole concept here.
Also, do you just search/browse for blogs or do you go to people you know?
I would like to try it, but I don't want to screw it up! LOL

Are you supposed to let the person know(in a comment or an email or something?) you are blogtipping them, or just include their link on your page where you talk about their blog?

I did. Like I said, I went to the beat of my own drum, lol! Basically, what I did was go around to various blogs. (I did a search for wahm blogs, work at home mom blogs etc etc) I read a few posts on their blog and posted a comment about their blog. In that comment, I also mentioned something like ... by the way, you've been blogtipped with a link back to my blog post about blogtipping. I was a little afraid of others thinking that it was like spam ... dropping a link like that BUT, everyone loved the idea and was happy to be tipped.

They do love it! Heck, who doesn't like links to their blog? I always comment on their most recent post about how much I enjoyed their blog and that I wrote about them on my blog, then add a link to my site.
I always blogtip blogs that I don't know. Figure it's a great way to meet new people.
Last month when I did it, every single person I blogtipped commented on my blog how much they appreciated it!
It's fun and it's good for traffic!

Yup, that's what I tried to do the last time. Find people I didn't know. This time I did a whole lot more and some of them I did know.

I finished my Soul Cysters blogtipping but haven't had a chance to do Bev's Bits or Glory In The Cross yet... I'm going to work on them in the morning.... time for bed now!

Woke up this morning and have 4 comments on my various blogs from the people I blogtipped all thanking me tipping them  And, a couple of them wrote posts on their blogs about being blogtipped and linked to me, which gives me more link love! Woo Hoo!
So not only do you get to visit a lot of neat blogs and make new friends, but you're helping the rank of your blog as well! Pretty neat, huh?

There, it worked!!! lol! Just insert your url in the quotes, and use the quotes, don't leave them out. Then whatever text you want in between the < and >.
So my site would be
<a href="http://easycrafts4fun.com">Easy Crafts 4 Fun</a>
Some blogs do not allow you to use HTML... I've found that quite a bit. But, when you type in your name and website in blogger, it will make a link to your profile anyway, so they'll be able to get to your site if they want...
